This semi-absentee franchise index lists what Item 15 of each of 259 Franchise Disclosure Documents (FDDs) says about who must run the business. Each row is one brand’s own disclosure, filed with the Minnesota Department of Commerce and issued between 2025-01-24 and 2026-08-18. The table states Item 15 facts only. It does not rate brands or say how many hours an owner will actually work.

How many franchisors allow semi-absentee ownership?

Most franchisors let a hired manager run the unit, but almost never without conditions. In 202 of 259 FDDs (78.0%) Item 15 presents a manager as an available option. In another 23 (8.9%) the rule is personal operation, and a substitute manager needs the franchisor’s consent. 33 FDDs (12.7%) give no manager route for a single unit.

Grouped into rules, 123 brands (47.5%) set no owner time duty once a qualified manager runs the unit. 61 (23.6%) allow a manager but keep an owner duty. 60 (23.2%) require an owner to work full time and 13 (5.0%) require personal participation short of full time with no manager route. Just 2 (0.8%) let a manager run the unit with no stated condition.

16 of the full-time brands also let a manager handle the day-to-day without lifting the owner’s full-time duty, so the two can coexist on paper. 69 FDDs (26.6%) recommend owner participation without requiring it, and 14 (5.4%) bar the owner from other employment or business activity, beyond the usual ban on competing businesses.

What conditions come with a manager-run franchise

Where a manager may run the unit, the franchisor almost always sets terms for that manager. Of the 202 manager-allowed brands, 199 (98.5%) state at least one condition and the median is 3 of the six tracked.

• Training: 186 brands (92.1%) require the manager to complete franchisor training.
• Confidentiality or non-compete terms: 122 (60.4%) require them and 31 reserve the right to.
• On-site supervision: 101 (50.0%) require the unit to be supervised on site at all times or during all open hours.
• Full-time manager: 99 (49.0%).
• Franchisor approval of the manager: 93 (46.0%), plus 3 that reserve it.
• Manager equity: 1 requires it and 6 reserve the right; each stated minimum is 10%.

Equity rules matter more for owner-operators. Of the 63 brands where an owner must work full time, 27 state a minimum stake for that person (median 33.3%), and 12 require at least half. An investor who wants a hands-off role in those systems would need an operating partner who owns a stake.

How many hours does a semi-absentee franchise owner work?

FDDs almost never say how many hours a semi-absentee owner works. Only 5 of 259 Item 15 texts (1.9%) give a weekly minimum for an owner: X-Golf (20 hours for its Principal Executive), Ivybrook Academy (20 hours on premises in the first year), Huddle House (30 peak hours a week in the first two months), ComForCare Home Care (35 hours, its definition of full time) and Flowerama (40 hours of physical presence).

That silence follows the rule. 16 CFR 436.5(o) asks whether the owner must participate, whether the franchisor recommends it, and the terms for a supervisor; it does not ask for hours. When the FTC adopted the current rule in 2007 it declined a NASAA suggestion to add operating-hours disclosure, finding it not material enough (72 FR 15444).

The hours figures buyers see come from marketing pages. Two top-ranking guides checked on 2026-10-09 put semi-absentee owner time at about 10 to 15 hours a week once a manager runs the unit (Breadless, 2026) and 10 to 20 hours a week (wini.com, 2026); the first also says pre-opening takes 50-plus hours a week. Neither cites Item 15. 7 FDDs in the index require the owner to run the unit personally for 2 to 48 months before a manager may take over, which no hours estimate captures.

Owner participation rules by sector

Owner-run rules cluster in hands-on service and retail sectors; manager-run rules dominate hotels, fitness and personal care. Full-time owner rules cover 38.9% of cleaning and restoration brands, 38.9% of retail and 38.9% of senior care, against 5.6% of fitness, 5.6% of personal care and 0.0% of lodging.

All 18 lodging brands let a certified general manager or an approved management company run the hotel; several require a management company. Entertainment and recreation (100.0%) and fitness (94.4%) also nearly always allow a manager, though half of entertainment brands keep an owner oversight duty. Sectors hold 17 to 27 brands each, so a single brand shifts a sector share by several points.

Semi-absentee rules by investment level

The higher the investment, the less Item 15 asks of the owner. Joining each brand’s Item 7 high end from the initial investment dataset, the share with any owner duty falls from 70.6% under $150,000 to 57.5% at $150,000 to $499,999, 56.1% at $500,000 to $999,999 and 34.6% at $1,000,000 or more.

Full-time owner rules peak in the $150,000 to $499,999 band (32.2%), not the cheapest one (23.5%), partly because 20.6% of brands under $150,000 require personal participation without saying full time. Median Item 7 high ends run from $340,716 for full-time-owner brands to $836,950 for brands with conditions on the manager only. The top band includes 17 hotels; the pattern is an association, not proof that price sets the rule.

Semi-absentee marketing language vs what Item 15 says

Semi-absentee is a sales term, not a disclosure term. A full-text search of all 259 FDDs finds the word semi-absentee in 3 documents, and in Item 1 or Item 11 of only 1. Absentee, passive-owner, passive-investment and executive wording appears in more FDDs, but mostly in unrelated places such as securities carve-outs in non-competes or fee tables (26 FDDs).

Where FDDs do speak to the model, they lean cautious. 11 FDDs warn that the business is not meant for absentee or passive owners, while 3 describe a semi-absentee or passive option. Yet 10 of the 11 cautious FDDs still let a qualified manager run the unit with no owner time duty in Item 15. The warning and the rule answer different questions: whether the franchisor wants passive buyers, and what the contract requires. This analysis is aggregate; brand websites and broker lists, where semi-absentee lists and claims are published, are outside the FDD text.

For comparison, one top-ranking list (IFPG) ranks 100 franchises as semi-absentee and defines the term as hiring a manager to run day-to-day operations, without citing Item 15.

Territory and non-compete terms: an association

Joining the site’s territory rights and agreement terms datasets for the same FDDs, brands that keep an owner duty more often bind owners with a post-term non-compete (97.0% against 79.2%) and state a slightly wider median radius (20 against 17.5 miles). Lodging drives most of the gap: without the 18 hotels the non-compete shares are 97.0% and 92.5%, and area protection reverses (83.6% against 87.9%). Treat these as associations, not causes.

What the FTC Rule requires a semi-absentee franchise FDD to disclose

Under 16 CFR 436.5(o) the franchisor must disclose the owner’s obligation to participate personally, whether it recommends participation, and, if on-premises supervision by the owner is not required, four points about the supervisor: whether the franchisor recommends the individual owner supervise, limits on whom the owner can hire, whether the supervisor must complete training, and any equity the supervisor must hold. It must also list restrictions the owner must place on a manager. Row q of the Item 9 table, Owner’s participation/management/staffing, points to the contract sections.

The FTC’s Compliance Guide shows both models: an owner-supervised sample where a person owning at least a 1/3 share must supervise on site, and a manager-supervised sample. The FTC has called the degree of personal participation a material fact (72 FR 15444, citing its 1978 rule), and NASAA filing states have used the same Item 15 text since July 1, 2008. Item 15 obligations can sit in the franchise agreement too; where Item 15 was silent on full time, this index used the agreement’s management clause, which changed the coding of 6 brands.

Questions to ask before buying a semi-absentee franchise

The FTC’s Consumer Guide to Buying a Franchise asks buyers how many hours they can work and whether they will run the business or hire a manager. Item 15 answers part of that. Questions that follow from this index:

• Does Item 15 require an owner to work full time, and is that duty lifted if I hire a manager?
• If a manager is allowed, must the franchisor approve and train that person, and must the manager own equity?
• Is there a start-up period when I must run the business myself?
• Does the franchise agreement’s management section say more than Item 15 does?
• Does any clause bar me from other employment while I own the unit?
• What does the Item 9 row on owner participation point to in the agreement?
• How many current franchisees in Item 20 run their units through managers? Call several and ask.

Where the data stop

The index records what 259 FDDs say, not what owners do. Franchisors can waive rules, approve exceptions, change terms at renewal, or impose duties through operations manuals that are not public. Item 15 wording varies, so coding into five rules needs judgment; the codebook and every brand’s key sentence are in the dataset.

The sample is the site’s 259-brand Minnesota sample used across its FDD reports (royalty rates lists it). The hand-check was a second-pass re-read of 20 random brands by the same coder, not an independent second reader; it found 4 disagreements in 240 field checks (1.7%), all in manager-condition fields, and no change to any rule category.
